Follow GoogleApps to MS Exchange 2013 On Premises Migration Guide . Alternatively (in case), Check Exchange Server Deployment Assistant to generate a custom step-by-step checklist for migrating to Exchange 2013 with no email loss.

However it is unavoidable to stop data loss using manual methods for migration, but still you can try to reduce it using some of these methods:

a. Before update try to shorten the TTL of related DNS records such as MX, A, CNAME etc.
b. Back up and delete any filters set up in Google Apps
c. Try to keep old SMTP host server running.

There is also an easy way doing this without suffering data loss i.e. using  professional solutions for migration. One such well known solution for this is Stellar EDB to PST Converter, which securely migrates data from edb file to live exchange reducing all the manual processes
