Microsoft Outlook 2007 wont send/receive messages

Starting April 30 my outlook email stopped working. It acts like it is downloading then I get the following error message:

Task RSS Feeds (0XC6240600) C:\USERNAME\AppData\Local\Microsoft\Outlook\Outlook.pst is in use and cannot be accessed.  Close any application that is using this file and try again.

I have closed all programs, restarted the computer and still get the same error message when I click send/receive.

How can I fix?

Hi,

This error may happen if the PST file is corrupt. Please try using the Inbox Repair Tool (Scanpst.exe) to scan and repair your PST file, and then test the issue again. We need to run the Scanpst.exe tool several times until there is no error can be detected. To use the Inbox Repair Tool, you can see the instructions in the following KB article:
