Microsoft Access can't start because there is no license for it on this machine.

We are setting up testing environments for windows 7 and office 2010, but are encountering problems. After installing Office 2010, if you start any office application the installer comes up before eventually launching. This, however, is a secondary problem. The primary problem is if we try to launch Access 2010, an error comes up that says "Microsoft Access can't start because there is no license for it on this machine." These are fresh OS installs with nothing other than the latest windows updates.

 

I have tried various things from complete uninstalls, registry cleaners, even Office 2007 installs, all with the exact same problem. This must be an oversight of some sort, but please tell me how I can fix this. I also tried renaming the font as well.

From your description, you can try the following steps:

 

1.Stop your antivirus software.

 

2.Determine the permission on following registry key:
HKEY_CLASSES_ROOT\Licenses

 

3. Perform a clean boot Windows refers to:
http://support.microsoft.com/kb/929135

 

4. Use the Fix it tool in following article to uninstall Office:
http://support.microsoft.com/kb/971179

 

5.Install the Office 2010 in the Clean boot Windows.

 

If the steps fix your issue, try to troubleshoot it with step 3 article.

I resolved this issue on two different fully updated Win7 / Office 2010 workstations by using <SHIFT>+<right-click> on to the Microsoft Access program icon and choosing to 'Run as administrator'.

This is only required for the first run of Access.  I can confirm tested working running Access as a normal user each time after that works
