Microsoft-hosted office.js file is not accessible

I resubmitted my Office Addin (App) in the Seller Dashboard (it was already approved, but I am changing the name) and it failed validation because "All apps for Office must use the Microsoft-hosted Office.js file." The help link:

https://msdn.microsoft.com/EN-US/library/office/dn221992.aspx

says to reference: 
https://appsforoffice.microsoft.com/lib/1/office.js

But when I do I get a javascript error (because this link is broken). I am currently referencing 

https://appsforoffice.microsoft.com/lib/1.1/hosted/office.js

and it works fine (it just fails the validation).

Why is https://appsforoffice.microsoft.com/lib/1/office.js unavailable to me?

It turns out that the validation error I received with the Office Add-in submission was a human error and it wasn't really a problem.  Using the 1.1 link works.
