Message size policies?
I am using Exchange Server 2003. I have granted a request on a user account to increase the receiving message size beyong our default limitations, because this user is telling management that they are receiving large file attachments that are business related. Is there anyway to set a policy that would autoforward messages that exceed a certain size limit so that we can verify the content of these large emails?

I don't think from Exchange you can do this. What SPAM/Virus software are you using?

Symantec Mail Security for Microsoft Exchange and Symantec Antivirus.

I haven't used those before. You could get a copy of everything being sent and recieved on the user's mail store by setting up message archiving (Properties>General tab). But that will give you copies of all messages for all users in that store. You could setup a store just for this user....
