Manually Move Public Folders from Exchange 2010 to 2013

Hi all,

I have a issue to finishing my migration from Exchange 2010 to Exchange 2013, I have been trying to migrate my Public folders but always after a couple hours, the migration state is failed.

The final error is the following:

FailureCode                      : -2146233088
FailureType                      : SourceMailboxAlreadyBeingMovedPermanentException
FailureSide                      :
Message                          : Error: Couldn't switch the mailbox into Sync Source mode.
                                   This could be because of one of the following reasons:
                                     Another administrator is currently moving the mailbox.
                                     The mailbox is locked.
                                     The Microsoft Exchange Mailbox Replication service (MRS) doesn't have the correct
                                   permissions.
                                     Network errors are preventing MRS from cleanly closing its session with the
                                   Mailbox server. If this is the case, MRS may continue to encounter this error for
                                   up to 2 hours - this duration is controlled by the TCP KeepAlive settings on the
                                   Mailbox server.
                                   Wait for the mailbox to be released before attempting to move this mailbox again.

So, after seeing this I started to monitoring all process and I realized that after creating hierarchy the process start to fail and keep in StalledDueMailboxlock status, and the error is:

Message                          : Informational: The request has been temporarily postponed because the mailbox is
                                   locked. The Microsoft Exchange Mailbox Replication service will attempt to continue
                                   processing the request after 2/14/2015 12:38:20 PM.

Finally, digging more into reports of migration I  found this:

So, would like to know if exist any procedure to migrate/move my Public Folders from Exchange 2010 to 2013 manually, something like Export/Import.

Could you please also share the steps you have followed while moving public folders from exchange 2010 to 2013 ?

What script and process you are running to migrate the Public Folders?

And what do you mean by Man

I did all that step in both articles, more over I find that the problem would be related with KeepAlive Dword in TCPIP parameters in registry with 1 hour (I have my Exchange 2010 in network 172.16.22.0/24 plus ACE load balancer configured as routing mode and my Exchange 2013 in network 10.2.21.0/25 plus F5 configures as routing mode as well ). I wrote that key and restart Exchange 2010 mailbox and tried again, to my sorprise it worked and copied 95% before to fail by large items. So I tried again with flags -AceptLargeDataLoss and -BaditemLimit 50 ; but it started to fail at 60% by stalledDueMailboxLock and after couple hours change to final error wrote above. Then I tried again and just copied 40%, then 28%... always same behavior, stuck in StalledDueMailboxLock. I'm really convinced that some happens in networking, but figure out what it is, it's going to be really hard, that's why I'm asking if exist some method to move PFs like export all data and import, it doesnt matter if I have a large downtime to use PFs.

I'm trying with steps that MS have published in https://technet.microsoft.com/en-us/library/jj150486%28v=exchg.150%29.aspx

By Manually I mean some method to convert Public Folders to Exchange 2013 like maybe Offline export and the Import, or some tool to convert old PF. As I wrote to Adam, I think the network between Exchange servers makes the mailbox become locked.

Thank you all, finally it was a heavy network issue that it freeze the information store, that always ends in stalledduemailboxlock, so every time it happens I had to restart the information store service and the migration started to work fine again till the network freezed the information store.
