Mailbox created but e-mails are bounced
I have created mailbox in the system. It does show and User is able to login and send e-mails with no problems. But Others try to send her e-mails they get rejected e-mail.
"The e-mail address you entered couldn't be found. Check the address and try resending the message. If the problem continues, please contact your helpdesk."

From where are the sender's getting the recipient's address? Is it
from the GAL, for the OAB, are they replying to an old e-mail?
The problem is that the legacyExchangeDN in the sent e-mail isn't the
legacyExchangeDN assigned to the user.
Given the string of characters in the last part of the address, I'd
guess that the mailbox has been deleted and recreates one, or more,
times.

Yes, e-mail account is deleted three times 'coz of the issue not for any other reason. I was hoping recreating the account will resolve but it didn't.

No, it won't. But selecting the address from the GAL will (the OAB
will eventually have the correct address, but not until the OAB is
regenerated and all the clients download a copy).
Adding these addresses to the mailbox's "E-Mail Addresses" tab as
custom "X500" address tyoes should take care of the problem:
/O=ONBOARD ORGANIZATION/OU=EXCHANGE ADMINISTRATIVE GROUP
(FYDIBOHF23SPDLT)/CN=RECIPIENTS/CN=Jill Wilson2dc42684@abcompany.com
/O=ONBOARD ORGANIZATION/OU=EXCHANGE ADMINISTRATIVE GROUP

Looks like We can e-mail her now both via OWA and Outlook without any changes. Not sure how?
Didn't understand Rich comment with respect X500 addresses. I did manually update OAB and GAL but none of those helped where problem UserA was reachable. But UserB when used OWA was able to reach UserA using GAL.

I hate to do a me-too, but this is a me-too situation. I'm trying to format the X500 address, but this is what is coming back when email bounces. The user left the organization during our Exchange 2003 days a year ago. Came back after the account was deleted
and we migrated to 2010.
Error when they bounce:
IMCEAEX-_O=SCXXX_OU=First+20Administrative+20Group_cn=Recipients_cn=myuser@mydomain.com
I have tried a few iterations, but I think my format is just wrong.
This is my current redacted attempt at making the X500 address:
/O=SCXXX/OU=First Administrative
Group/CN=Recipients/CN=myuser@mydomain.com
Where am I going wrong? Exhcange 2010 SP1. Thank you.

Got it. I needed two X500 addresses.
/O=SCXXX/OU=First Administrative
Group/CN=Recipients/CN=myuser@mydomain.com
and
/O=SCXXX/OU=First Administrative
Group/CN=Recipients/CN=myuser@mydomain
