Mailbox Moves not Round-Robin over two AD Sites

Hi Guys,

I'm at a customers site and they are going through a migration from 2007 > 2013.

At present they've got two EX Server over two AD Sites separating their datacentres. Now, when I'm moving/migrating mailboxes from 2007 into 2013, the moves are not being distributed over the 4 servers. For example, moves will only go to the site that I'm making the moves from.

Has anyone seen this before?

What the meaning of "Round-Robin" when moving mailbox over AD site?

We can specify target database or without it when move mailbox, it will auto select a random database from the Active Directory site where you are running the command, for your reference: https://technet.microsoft.com/en-us/library/dd351123(v=exchg.150).aspx

Round Robin = automatically selecting the DB when moving more than one mailbox.

I figured it out, some fool removed all of one site from provisioning the mailboxes!
