I have a newly installed Exchange 2013 SP1 on server 2012. I have notice that when I get mail all the mail have the same time Stamp. I use the queue viewer and notice that mail are stuck in the SMTP delivery service. I restart the transport service and the mail got delivered. this has now become an un going problem. I have to restart the transport service or wait every 15 min to get mail delivered. I am stuck can I get so help.

Any Anti Virus or Anti Spam application installed on the server?
Did it ever worked properly?

No Anti Virus or Anti Spam application installed on the server. I guess you could say it worked properly for the 1st 15 min after installation; since them it has not been working properly.

I have check just about every suggestion on what to do and none work. only restarting the transport get it working before the 15 min time out.

What events are showing in the Application Event Log?  Also, have you looked at the Transport logs to see what they are showing? 

are these virtual or physical servers? do you see any issue on the event logs? are they combined role servers?
