Are you using Outlook in cached mode? If yes, do you have the same issue using Outlook without cache mode? Regards Pano Boschung

Hi, What the type of the client did you use? If it's Outlook, you should test this issue in OWA. If OWA also has this issue, you have to check the Message Tracking Log and confirm the message is delivered into the particular user in the same time as other recipients. If it's client issue, please try to recreate the Outlook profile. If it's server side issue, please move the problematic user to another mailbox database. Thanks Allen

If you have the need of using cache mode, try to delete the ost file(s). If it doesn't solve the problem, again delete all ost files and create a new outlook profile. Regards Pano Boschung
