Mail Flow - Rules

I have a rule created, when anyone from a specific group sends an email with specific words in the subject that email is filed into a public folder.

What's happening is not all messages are making it to the public folder:

If the message... Includes these words in the message subject: 'Processed' or 'Received' or 'Confirm' or 'Acknowledged' or 'Acknowledging' or 'Acknowledgement' or 'Acknowledge' or 'Confirmed' or 'Confirming' or 'Confirmation'
and Is received from a member of group 'CSRgroup@domain.com' or 'othergroup@domain.com' Do the following...

Blind carbon copy(Bcc) the message to 'publicfolder@domain.com' or 'pop3integrationforourCRM@domain.com'

What I notice is the "or" on the main menu page, but when digging into the actual rule it's an "and" could this be my problem?

Or could there be something with the mail rule itself not triggering the message as meeting the criteria?  Is there a way to check this?

A: there are no any problems. It is by design which is or on the main menu and and in the actual rule. So if there are 10 recipients were listed in BCC the message to, 10 recipients will receive messages by BCC.

In this case, we could refer to the following steps to troubleshoot:

  1.        Check if there are any rules on publicfolder@domain.com
  2.        Create a new mailbox and add to BCC list to check if the issue persist

Not sure what you mean here, but the only rules I've setup (and I setup the Exchange infrastructure) are in ECP, and there are only two. 

       Create a new mailbox and add to BCC list to check if the issue persist

The issue continues to persist on specific users, even though all the mail rules are met.

I am sorry that I dont clarify.

I want to know if there are other transport rules which apply to the mailbox of publicfolder@domain.com.

Did the missing items have common features?

Did the missing items include key word which didnt display in condition?

Did the key words have spelling errors?

We could restart the service of Microsoft Exchange transport to check if the issue persist.
