MS exchange 2003
Unable to receive any emails from external email addresses.I can get to the web from the server.Any Ideas?

what changed if it worked before? Recipient policies or DNS would be my starting points.

try to telnet to your exchange server from another location to see if its being blocked or redirected. if you havepop open you can telnet port 110 or 25 if smtp is open
