Hi,
First please try to use test e-mail autoconfiguration to obtain the url for OOF.
After that, pleaes try to browse the URL from Internet Explorer and then post the result here.
If we cannot browse the url, then please try to use cmdlt:
GET-Webservicesvirtualdirectory |FL to check the url, it should be the same as we found from "test e-mail autoconfiguration"
Also you can follow the steps in article below to troubleshoot the issue:
Your Out of Office settings cannot be displayed, because the server is currently unavailable. Try again later. ?!?

Besides, I'd like to know if those users are migrated from legacy exchange servers.

Yes, If those users are migrated from Exchange 2003 then OOF setting will not be reflect in new server and need to Turn it on. Can you again try to set OOF thru OWA and check it for problemtic users.Anil

Hi,
Then what is the result for GET-Webservicesvirtualdirectory |FL, get-autodiscovervirtualdirectory |fl.
The error code 0x800C8203 means ERROR_INTERNET_NAME_NOT_RESOLVED. It seems to be a DNS related issue. Please try to browser
https://domain.com/autodiscover/autodiscover.xml, https://server/autodiscover/autodiscover.xml.
Here, we need have A record which point domain.com to your CAS server. Please try to ping domain.com/"CAS server name" from the client computer.
Also, please try to use
https://[CAS IP address]/autodiscover/autodiscover.xml and then let me know the result.
A new feature is available that enables Outlook 2007 to use DNS Service Location (SRV) records to locate the Exchange Autodiscover service

Hi,
Then I think the may issue could be domain name resolution. Please double check if you can right point the domain name to the right CAS server. Or if you have ISA server, then please verify if you have create the right publish rule to publish CAS to the
internet.
