Link State Suppression
If I'm reading correctly, for an organization with only one routing group, even though there may be Exchange 2003 servers in multiple AD sites, enabling link state suppression isn't necessary. Is this correct? Ted

You need to suppress the link state updates when you configure more than one routing group connector between Exchange2000/2003routing groups and Exchange2007 and doesn't depend on AD sites. When you install first Exchange 2007, it creates a routing group between Exchange 2000/2003 to Exchange 2007 automatically. Now if you create additional routing group connector between these then you need to suppress link state updates. If you have only Exchange 2003 servers in environment then no need to enable supress link state. It works as expected. Reference: How to Suppress Link State Updates
