Limiting number of SMTP recipients outside the organization?
I would like to restrict the Number of Recipients per Message in exchange 2010 for internal mail flow, without changeing a given unlimited Number of Recipients for external mail flow.
Please guys i need help badly, i am googling to get an answer badly.

Well, you can restrict number of recipients in global settings or per mailbox. I'm afraid there is no such a possibility. But what is your scenario?Regards, Konrad Sagala, MCT, MCSE+M, MCITP: Exchange 2007/2010

As a company policy NO ONE except some higher level Managers are allowed to send email to more than 15 Internal or External recipients.
In these case, as a business requirement we need to allow a spacific user to have a permission to send to unlimited External Recipients; also we need to restrict the user with 15 Internal recipient per Mail.
In my understanding this cant be done on the Global or Mailbox level, Also it is not possible to restrict the user using transport rules.
Please advise if you see what i cant see!
