What kind of account are you using in Outlook? Exchange, IMAP or POP3?
If you logon Webmail(OWA) to set the filter, will it work properly?
The most common reason for this to happen is that you have your own mail address configured in the Safe Recipients list. This means that all message that are sent to your address are automatically considered as safe and thus are not scanned. To check (and remove) if your address is listed, go to:
On the Home tab in the Delete group, expand the Junk button and choose Junk E-mail Options-> tab Safe Recipients

Hi,
You can test when running Outlook in Safe Mode, if this issue is gone in Safe Mode, it might be related to 3rd-party add-ins:
Press Win + R and type outlook.exe /safe in the blank box, then press Enter.
If you can verify theres no problem in Safe Mode, please disable the suspicious add-ins to verify which add-ins caused this issue.
