Junk E-Mail Options continually reverts to Safe Lists Only
We have five clients on our Exchange server and they are all set identically. One client in her Junk E-Mail Options continually reverts to Safe Lists Only and she loses valuable emails from customers. If she knows that an email comes in for her, she will go to recover deleted emails and find it. Then she will go back to the options and set it back to No Automatic Filtering. The symptom is that she will either be reading the email and it disappears or it will go the inbox and disappear before she can read it. We have missed some critical responses from customers only to find them there. If she doesn't constantly monitor the account this will happen. It is an irregular reversion so it is hard to detect sometimes. We checked to see if there are any rules or filters and we eliminated them all. It is very frustrating. I have read many forums and I find only how to set the options to No Automatic Filtering. We know that process very well.

What version of Outlook are you using? And you verified there is not Group Policy that is changing these settings on your client?

First of all, we could check if there are any Inbox rules to achieve it, we could check inbox rule in outlook side and server side by the following link:

If we could not find any related Inbox rules, we could run MFCMapi application to chech if there are any hidden inbox rule:
