Yes, its a worst condition if scanpst.exe is not able to repair the PST data file. Generally the fatal error
80040818
arise due to the incompatibility between different versions of MS-Outlook or file formats (Unicode and ANSI).

But in your scenario, I dont think that there is any incompatibility issue as the Outlook 2007 supports the 20GB (By default in Unicode) file limit.
So, I guess there is no any solution for you apart from choosing to any third party Utility.
Google it and choose the best.

1. Restart Outlook
2. Configure your server connection
3. Try to create new profile
4. If not, then use Inbox Repair Tool to repair damaged Pst file

I am using Outlook 2007. My .pst file is less than 1G, and it is corrupted. As the title says, scanpst.exe fails to repair it. Every time it gives with Fatal Error: 80040818.
