Hi
To answer your question it is simply No. You have to design & deploy Exchange 2013 infrastructure and then in a co-exist mode with Exchange 2010 migrate your mailboxes from Ex 2010 to Ex 2013.
Exchange 2013 On-Premises has many new features so I do recommend moving from Exchange 2010 to Exchange 2013 On-Premises :-)
