Is it possible to give users the ability to open and view (but not add/edit) an Exchange 2010 meeting room mailbox in Outlook but still require that their meeting reqeusts be approved? Thanks.

Yes. You will need to grant yourself full mailbox access to the mailbox. Then open it in Outlook, right click on the folder and add the users permissions. I would probably set the permissions to your equivalent of "All Staff" so that you don't have to change it in the future. You will probably want Full Details, but no Write or Delete permissions.
