Is Visio 2013 downgradable to 2003?
My client wishes to purchase Visio, but needs to both read and save files supplied by another company who uses Visio 2003. Is Visio 2013 downgradable to 2003, or can they just use 2013 to view 2003 files and save as 2003 files? Can they do this from box product, or would they need licences?

The TechNet library article here: http://technet.microsoft.com/en-us/library/cc178954.aspx
states that Visio2013 can read all previous Visio file formats, and can save-as most previous formats (excluding Visio 2003 XML format)

I'm fairly sure that there are no downgrade rights provided in retail/box product licensing - you would need Volume Licensing with Software Assurance to get those downgrade rights.

Perhaps, grab an evaluation/trial download from the  MS website, install that on a test PC, and check the compatibility requirements are met.
