Intelligent Message Filtering function in Exchange 2003

I want to ask about the Intelligent Message Filtering function in Exchange 2003, is thehigher numbering in the rating will block more email or lower?

Hello,
Selecting a lower number for SCL rating filters/blocks more messages but increases the likelihood of false positives.
Selecting a higher number for SCL rating filters/blocks fewer messages but reduces the likelihood of false positives.
So start with 7-8 SCL and lower/higher value to identify the actual rating for your organization and do experiments.

Spam ConfidenceLevel Spam Categorization
-1 Reserved by Microsoft Exchange Server for messages
submitted internally. A value of -1 should not be overwritten
because it is this value that is used to eliminate false positives
for internally-submitted e-mail.
0 Assigned to messages that are not spam.
1 Extremely low likelihood that the message is spam.
9 Extremely high likelihood that the message is spam.
