The OS is Windows 2003 R2 Also the local administrator is not part of the domain and can't install.

Hi Matt Beach As suggested by Mumin CICEK add the user account to the Administrators (Built-in local) security groups. If its not work then please check the solution provided in link:http://www.eggheadcafe.com/conversation.aspx?messageid=29760309&threadid=29760306This error may be caused by incorrect permission on Schema partition. Isuggest you refer to the following steps to fix:1. Run ADSIEdit.msc.2. Expand Schema partition, rigth clickcn=schema,cn=configuration,dc=domain,dc=com, and then select properties.3. Click security, ensure that Schema Admins has full control permission, click Advanced, check Schema Admins "Apply to" is set to "This object andall child objects".4. Reboot DC, try to runagain.Hope this helps. Thanks
