Dear All:

        Inbox rules of some users are not working.  Our system is Exchange 2013 SP1.  I set only one of Inbox rules for testing.

        it does not work when people from outside send emails to those users.

        For example, rule is when emails come, forward to other users.  Sometimes I change to do "make message to important".  It does not work too

        When internal users send, the rule works but when external users send, the rule does not work.

         However some user are fine whether internal or external users send email in, the rule works.

         For inbox rule, I try to set on both outlook and owa.  We get the same problem.

Please refer to the following method and check if any helps:

1. Run: Get-TransportConfig | fl JournalingReportNdrTo*
2. Verify that the Mailbox listed under JournalingReportNdrTo is the affected users email address
3. Now run: Set-TransportConfig   JournalingReportNdrTo <>
4. Run: Get-TransportConfig | fl JournalingReportNdrTo*
5. Verify that is JournalingReportNdrTo is empty
