I woke up this afternoon and my vga file is misssing from my web cam and hotmail won't open

Hotmail says I am missing MSVCR1,10dll is missing and uploaded a new copy and said the same thing. My Cyberlink web cam was working fine and now it won't open d/t VGA hardware or driver misssing.l Thgis is d/t to MS downloading IE 10

My hotmail will not open d/t MSVCR1.10 dll is missing and my Cyberlink web cam is missing a VGA driver and won't oipen or a websplitter. I hjave no idea wher to get these files It was fine until they put in IE 10 and I have been using Chrome and I also got rid of Skype-a waste of time
