I can't send email on my mobile device

I can't send email on my mobile device but I receive mail.

I have rebuild  Microsoft-server-activesync virtual Directory

When I go to the URL I get:

I can send mail and received  mail from OWA  https://mail.mydomain.ca/owa/  

I have to keep rebooting the server because my outgoing email keeps stoping.

I keep getting this error but after I reboot the mail is sent.

I found the problem with sending mail from phones.

 Exchange Manager > Organization Config > Hub Transport > Accepted Domains

Make sure the <domain>.local is set as the default.
