Hyperlink question

This hyperlink will not work correctly for me when used in a cell in an excel file.   It does work correctly when I enter it on the command line of IE.   When executed from the cell it partially executes the hyperlink and shows a Mallory login screen, but when executed from IE it shows the requested tracking information.   I have been told this problem may be caused by improper user settings, but I have not been able to find one that stop this problem from occurring.   The Hyperlink is:

http://maxtrax.mallorygroup.com:8080/Login/Login.aspx?QuickViewNumber=9KFIN0211070

I believe it stops executing at the "?"  I am using a 2010 version of Excel

Yes .I can reproduce this issue, click this URL in Excel or Word will redirect the login page, but in Outlook email editor or IE ,it works fine.

Here is a workaround for this issue (http://support.microsoft.com/kb/218153)
(Remember to back up your register):
1. Quit any programs that are running.
2. Click Start, and then click Run. Type regedit in the Open box, and then click OK.
3. In Registry Editor, browse to the following subkey:HKEY_LOCAL_MACHINE\SOFTWARE\Wow6432Node\Microsoft\Office\14.0\Registration
1. On the Edit menu, point to New, and then click Key.
2. Name the new subkey Internet.
3. Make sure the Internet subkey is selected. On the Edit menu, point to New, and then click DWORD Value. Add the following registry value:
Value Name: ForceShellExecute
4. Double-click ForceShellExecute, and then set the Value data to 1. Click OK.
On the Registry menu, click Exit.
