Use OWA. You need to have permission on the mailbox. You should also have proper AUTHORIZATION to veiw someone elses email!
I hope this information is useful.

You should have proper permission to open everyone mailbox using OWA as Roy said and view or you can use the following KB for using shell.

You can’t see the mail contents from ESM.
As others mentioned, you can use OWA or browse directly from the server if you have full admin rights on the mailbox.
Open mailbox using the following URL

Hi,
I agree with above persons and user email content cannot be viewed in Exchange Management Console. To access other user mailbox, you should use Outlook or OWA with
another user who is granted enough permission to access the mailbox. For more information about granting Users Full Access to another mailbox, please refer to the following article:
Granting Users Full Access to a Mailbox Other Than Their Own
However, if you would not like to grant users permission, you can also use journaling or rules to copy the mails to specific mailbox. To use journaling or rules to
copy emails, please refer to the following articles.

Hi Jambunki
You cannot use ESM to view mail. I would like to suggest you to use Journaling. You can refer below link for deploying journaling
