How to take Exchange Management Shell Set-transportconfigure -maxsendsize command effectively?

Dear Sir,

       Customer would like to change the Exchange 2013 send attachment size limit from 10MB default to 20MB in standard version with SP1.  I understand that it can be done in the Exchange management shell using the command:

- Set-TransportConfigure -MaxSendSize 20000000

      However, it seems that this command can only take effectively until reboot or restart Exchange Information Store service. I find that it will not capable to take command effectively if restart exchange transport service.  If stop and restart the IS service, it will cause interruption of user access email.  Do it has any other command or solution to take the action immediately without interrupt user by restarting IS service?

      If I doesn't take any action of restart service, anyone know what is the default time need to wait unit the command action take effective?

Hi Joe,

Some of the settings change need a 'must service restart' at any point of time. So, better take a downtime for the live system and restart the service to take effect the changes
