I tried to remove one user from protected groups (esp. in Enterprise Admins, Domain Admins) many time, but it can remove for a while, after that it was added to Enterprise Admins, Domain Admins groups again, even i changed the value of adminCount from 1 to "Not set". My AD Window Server 2008 Standard x32 and Exchange Server 2003.

Yes, my purpose to remove that user from protected groups, because i can assign send as permission to that user, it always remove when that user was added to Enterprise Admins, Domain Admins.

Hi , I think you should delete user and re create again and you will done. I was getting just like this issue and I deleted the user and re create it again and every thing gone right.
