Exchange only could limit the size, not the number.
For what Le Pivert said to limit the maximum number of recipients, you can follow the command on this thread

Hello All -
I was wondering if there is a was to limit the number of emails user's are allowed to send out in Exchange 2007 Sp3?

You can limit the maximum number of recipients for a given email.
I don't think there is a native functionality that will count emails sent per day and then enforce a quota.
Do you want to limit only certain users? All users?
