From the description, I understand that you concern about the privacy when using Microsoft Translator, however I'd like to say that we keep the data you submit for translation private. Any data you submit for translation will not be shared with anyone, except
the people and organizations who are tasked with the quality assurance of the Translator service. It is protected from access by anyone else. See the

If you still want to disable the option "Use online machine translation", you can try these steps:
1. First, please make sure you have downloaded and loaded Office 2010 Administrative Templates.
2. Open the Group Policy Editor and navigate to:
User Configuration > Administrative Templates > Microsoft Word 2010 > Miscellaneous
3. Double click "Do not use online machine translation"
4. Select Enable and click OK.
5. Exit Group Policy Editor.
