How to Repair Large Outlook 2007 PST on Windows 7
User running Windows 7, with Outlook 2007, 20 GB PST.
User has two email account, 1 may be an IMAP, 1 may be POP, or both can be POP  (I'll check if necessary)
No Exchange accounts.

Outlook wouldn't start, so I used SCANPST to repair (took hours, of course).  Outlook ran slowly, but now is getting stuck again.

Ran Windows 7 Error-checking, with "Scan For and attempt recovery of bad sectors".

My thought was to:
Restart with startup items turned off.
Upgrade to Office 2013
See if Outlook will open the PST
Run SCANPST again

Does SCANPST compact the PST ?
Should I compact after running SCANPST ?

If I get Outlook Running, should I move old messages to separate PST files, a year at a time?

Any 3rd party repair tools that I can use?

To repair corrupt Outlook PST file you must run scanpst.exe make sure Outlook is not running while trying to scan pst file. The correct method to run scanpst.exe is mentioned in the article here http://www.womantechie.com/how-to/use-inbox-repair-tool-to-repair-pst-file

Sometimes you need to run scanpst.exe two or three times before Outlook comes to a stable stage again and scanpst.exe doesn't compact the PST file it only repairs the damaged PST file.

You can repair corrupted and over-sized pst file using inbuilt pst repair tool. Refer to http://pstrepairtool.blogspot.com/2013/01/how-to-repair-corrupt-oversized-pst.html where you can find the method to repair damaged pst file successfully.

For Outlook 2007, the maximum size of a Unicode pst-file has indeed been limited to 20GB. If the file size is greater than 20 GB, you will be unable to open the .pst file. 

For you case, you can increase this limit via the Registry. Go to this location:

HKEY_CURRENT_USER\Software\Microsoft\Office\12.0\Outlook\PST

Create and set 2 new DWORD values (note that these values are case sensitive):

WarnLargeFileSize - Don't set it higher than 4090445042 (decimal) or f3cf3cf2 (hexadecimal)
MaxLargeFileSize - Dont set it higher than 4294967295 (decimal) or ffffffff (hexadecimal)

After this, use Outlook open this .pst file, then I would suggest you split your pst-file into smaller files via the Archive feature in Outlook, which will speed up Outlook.

No, scanpst.exe does not compact the PST file.  And, you should compact your PST file after using scanpst.exe tool (you can get more information about scanpst.exe tool and its location here

It is a native facility from Microsoft but it is of no use this facility because it is tough to utilize solution. This application can automatically get installed and readily available to help.

NOTE: scanpst.exe not the right solution in several cases: There are several cases when scanpst.exe unable to find folder for entry. In such a situation, scanpst.exe deletes the entry. When entry is deleted, you fail to access the data to that entry. This happen because MS Outlook fails to reconstruct the sub-folder or message which is related to missing entry.

So, it is suggested you to use third-party tool for getting maximum recovery results.

However, very large PST files tend to slow down Outlook and Archiving is one excellent way to prevent issues.
