How to Obtain - Outlook 2003 post-Service Pack 3 hotfix package

http://support.microsoft.com/kb/935411I've submitted the online forum 3 times now and no one from microsoft has emailed or called back. How to do I go about getting this Serivce Pack hotfix when they wont respond?? Is there a number I can call without getting charged to obtain this?-Thanks
