Help with Excel

Hi I hope you can help me :)
I am working on developing a template. This is how, if you type 1 in the sheet "Menu Test Recird, Inserts", there is a group in the sheet ("Test Record Inserts") and pressing 2 will be a group more. There may be up to 15 groups
Further, if you enter 1 in the "Number of TSH" comes a group (15 groups in total).
The same happens at TSHH and PT100. My problem is that if I want the different groups will be nicely aligned and not on three sides. If I want one group comes TSH group to just below (see picture) and then if I want two groups change it automatically. Must somehow saving the empty rows. I use conditional formatting to create the framework and formulas to numbers and text.
