GPO for Outlook plugin (.DLL) for a few users

I have .dll file (Outlook plugin) that I need to install to a few users by GPO. Need is that we can add users to a specific AD group and the plugin will be added in Outlook. The .dll file is now on \\domain.local\install$

Through Computer Configuration, then Policies, and then Software Settings there is only a possibility to add .MSI files

How can I fix this?

You are correct, we can only deploy .MSI files via GPO. If you want to deploy a .dll file, you may try to achieve the goal via login script.
