Frontpage 2003 on Windows 7 for Uers with restricted rights

In our schools we have frontpage 2003 installed on some computers running Windows 7. The teachers have user rights. the students however have the same rights but are restricted from browsing the C drive (GPO Settings).

Frontpage works just fine for the teachers but when students try to open a file they get an "Unable to open file" message popup, they get the same message when trying a save as.

Any ideas on what causes this would be great.

   Is this file locate in network shared folder?

You can remove/re-add user permission, or create a new shared folder test this issue.

 

   This problem might occur if The filename or path may be invalid. Confirm that the file name and path are correct.

If you are opening a file through a hyperlink, try opening the file directly or Click File-> Open instead

 

   You may be opening a file in a program that is not designed to open this file format.

   The file may be damaged.

I don't even get to select a file, as soon as I click file open or save I get the "Unable to Open file" message. Office 2010 works fine, it's just Frontpage 2003 on our Windows 7 systems and only for students who have restricted rights. They can't see the c drive.
