Is this file locate in network shared folder?
You can remove/re-add user permission, or create a new shared folder test this issue.
This problem might occur if The filename or path may be invalid. Confirm that the file name and path are correct.
If you are opening a file through a hyperlink, try opening the file directly or Click
File-> Open instead
You may be opening a file in a program that is not designed to open this file format.
