Fresh install, unable to open Echange Toolbox or EMS

Fresh install, never been able to open either tool. My plan was to install this and migrate from Exchange 2007 SP3 RU10.<o:p></o:p>

When I try
and open the toolbox I get<o:p></o:p>

If I attempt to open OWA or ECP I get<o:p></o:p>

This error (HTTP 403 Forbidden) means that Internet Explorer was able to connect to the website, but it does not have permission to view the webpage.<o:p></o:p>

If I tryand uninstall Exchange it says it cannot because there are mailboxes on the server (nothing has been moved to this new server).

Before Uninstalling you have to delete the default Mailboxes and you have to follow these steps

Since you are not able to Access EMS, You wont be able to achieve that :(

1. Check whether all the exchange server related services are running normal.

2. Check the Exchange Setup Logs to find if any issue occurred during the installation, to find which is stopping you to access the EMS or console

3. Try to increase the RAM ( more than 4 GB and check if you are able to access the console. (I experienced an issue with less than 4 GB RAM)

for a final try... If its a fresh install on a new forest, you can go for another fresh start by formatting exchange 2013 and DC and re install from scratch

From an elevated command prompt, try run this command on the server:

%SystemDrive%\Windows\Microsoft.NET\Framework64\v4.0.30319\aspnet_regiis.exe -ir -enable

Then run:

IISReset

Then try and open the Shell again.

Thanks for the post. Here is what I get when I run that command

Copyright (C) Microsoft Corporation.  All rights reserved.

Start installing ASP.NET (4.0.30319.17929) without changing existing web applications to use this version of ASP.Net.

This option is not supported on this version of the operating system.  Administrators should instead install/uninstall ASP.NET 4.5 with IIS8 using the "Turn Windows Features On/Off" dialog,  the Server Manager management tool, or the dism.exe command line tool.  For more details please see ttp://go.microsoft.com/fwlink/?LinkID=216771

Finished installing ASP.NET (4.0.30319.17929) without changing existing web applications to use this version of ASP.Net.

So then I go in to server manager to install/uninstall .Net Framework and it is already installed. I cannot uncheck it to attempt an uninstall/reinstall.

And IIS reset after this. Still cannot get in to toolbox or EMS.

To install or uninstall ASP.NET 4.5 on Windows 8 or Windows Server 2012, use one of the following options:
  • Run the following command from an administrative command prompt: dism /online /enable-feature /featurename:IIS-ASPNET45
  • For Windows 8 client computers, turn on "IIS-ASPNET45" in "Turn Windows Features On/Off" under "Internet Information Services-> World Wide Web Services -> Application Development Features -> ASP.NET 4.5".
  • For Windows Server 2012 computers, enable "IIS-ASPNET45" using Server Manager, under "Web Server (IIS) -> Web Server ->Application Development -> ASP.NET 4.5".

Progress!

I had to run a slightly different command,

dism /online /enable-feature /all /featurename:IIS-ASPNET45

Then double checked ASP 4.5 in the IIS role features and restarted IIS.

Once I ran that, I was able to open the Toolbox, but it seems rather empty. Only three items in here.
  Details Templates Editor
  Remote Connectivity Analyzer
  Queue Viewer

I can also open EMS now.

If I go to https://localhost/ecp, I get prompted for credentials (the site looks like Exchange 2013), but then I get a page 403 Not found. Ideas?

Exchange 2013 toolbox will have only limited tools as you mentioned above

You opening the ECP with the account which is used for exchange 2013 installation?

Perfect. This worked. Very unintuitive....but I am able to get in and see things now. I see imediately that the mailbox database that was created wont mount, but I will research that and start a new thread if I cant get it figured out.
