It's all intr-forest, no cross forest scenario.  I tried OWA it's not able to pull free/busy even on my own mailbox. With the desktop Outlook I can at least view my own free busy, but OWA I cannot at all.

please run this Exchange powershell command:

Get-MailboxFolderPermission -Identity yourmail@domain.com:\calendar |fl

Which permission is listed?

Try to add permission to another user:

Add-MailboxFolderPermission -Identity yourmail@domain.com:\calendar -User anotheruser@domain.com -AccessRights AvailabilityOnly

I granted myself access to the other users. I have access to my own calendar. And it still does not show.

When I hover over the calendar of the other mailbox where the free busy data is not showing, the message states "Your server location could not be determined".
