File in Use, Try again later

"File In Use"  warning interfers with the ability to use Explore to manage and organize files. If I open the file to look at it, then close it to delete it, Windows erroneously acts like the file is in use somewhere, when it is not. It is clearly closed. Perhaps, behind the scenes, somewhere is a lingering indication that the file is in use, but it is closed and not in use. This happens with Word, Excel, Adobe and other files. If I view a file, then decide I don't want it, why cant' I delete it without all the interference from Explore?
