Is this a new setup where you never had any other version of Exchange? How many exchange servers do you have between internet and server where public folder resides? What are current permissions on public folders?

It seems the message gets to the queue on your exchange but does not get delivered to PF due to permissions or corruption on folder. Corruption is unlikely since internal mail works to PF. Can you please reset permissions on folder and see if it helps? Add-PublicFolderClientPermission -Identity "\My Public Folder" -User Anonymous -AccessRights CreateItems change "\My Public Folder" to correct PF path. Thanks.

Few more things you can try: Check the email address stamped on the PF object. Make sure it is correct and there are no errors in spalling of email address. Also if possible, disable mail on the PF and the reenable for mail. Last, if you are comfortable with ADSIEdit, you can try the following: ADSIEdit: Configuration -> Services -> Microsoft Exchange -> Your org -> Administrative groups -> Your AG -> Folder hierarchies->Public Folders Make sure your public folder shows up in this location. Please reply with results at your convenience.
