Exfolder not working for me

Before we migrated to Exchange 2013 we could use PFAdmin to apply recursive folder permissions to a mailbox.  Now with 2013 this seems to be a real pain trying to get this done. It's either try to script something or making Exfolders work. I downloaded the install, extracted the 3 files. I imported the reg setting and copied the executable to the Bin directory. It fails to launch everytime with the following error. What exactly do I need to do to make this work. Not much to the instructions and I've done what it asked for.

Exfolders doesn't work with Exchange 2013, so you are going to have to script something.
