Exchnage Server 2013 performance issue - Troublshooting

Hi,

We have Exchange Server 2013. 2 Mailbox servers in DAG and 2 CAS Servers.

issue: We have faced the slowness and hang issue on both mailbox server. try to login into server but its taken too much time.

After login into server and try to open application but  its not responding.

after some time Logged into one server and checked RAM and CPU utilization it was normal but found CPU speed in 0.16 GHz

After that hard boot shut down the server and start up the both server one by one. Once started server successfully mails flow also working properly. Now both server working properly.

We have checked both server hardware events but not found anything

Checked event logs on server and found event related to Service Control Manger. Kindly find the attached Event id(7031).

event id: The Microsoft Exchange Health Manager service terminated unexpectedly.  It has done this 1 time(s).  The following corrective action will be taken in 5000 milliseconds: Restart the service.

Kindly help on that.

I not believe only one error.
set eventloglevel high and copy error messages...
get-eventloglevel |set-eventloglevel -level high on all server.

According to your description, I understand that failed to login Exchange server, and server become more slowly with error The Microsoft Exchange Health Manager service terminated unexpectedly.
If I misunderstand your concern, please do not hesitate to let me know.

Is this issue reproduce after you restart Exchange server?

The Exchange Health Manager Service is used for Managed availability on Exchange 2013, monitor Exchange server health and performance. More details about Server health and performance, please refer to:

For your question, please increase the log level as Gabor mentioned and get more relevant error message for further troubleshooting.
I want to double confirm whether you have done before the issue arise, for example install Exchange update, modify the configuration of Exchange performance.
