Recently I noticed when we create new mailboxes for users, it is getting created in a specific archive database. How can I prevent this from happening. We have separate databases created for user mailbox and archive mailboxes.

Set-MailboxDatabase <ArchiveDB> -IsExcludedFromProvisioning $true
I assume you are letting Exchange automatically choose the DB to put the mailbox in ,

Thank you for your question.
In addition Andy's suggestion. the IsExcludedFromProvisioning parameter specifies that this database is permanently not considered by the mailbox provisioning load balancer. If the IsExcludedFromProvisioning parameter is enabled, new mailboxes aren't added automatically to this database. You can manually add a mailbox if your role permits.
