In my environment we have many dynamic group where the individual department assiantants send emails to the dynamic groups. The dynamic group membership is calculated on run time before sending the email. Is there any way that a normal/non-ITadministrator user from the outlook client can see the exact members of the group before sending the email.

For now, there is no way to view members of dynamic group members from Outlook/OWA.

Exchange will enumerate members of dynamic distribution group whilst in transport as membership could change dynamically. Hence you can't see the members via Outlook or OWA..

The members will be fetched when the actual email passes through the categorizer hence it isn't feasible for the end user to enumerate the list whereas an administrator can definitely fetch it using powershell.
