Hi,
You can install the Exchange 2007 Enterprise on Server 2008 Standard, but bear in mind that you won't have any failover solution in terms of clustering.

Hi,
you can install E2007 Std\Ent on W2008 Std\Ent
when E2007 is installed on W2008 std, Cluster features (WFC
and NLB) won't be available. Since Cluster is a Windows enterprise feature.
if its a small company would be running one\two servers without HA configuration then you can go for W2008 Std.
CALs require to avail the Exchange server features (depends on your requirement)
