Exchange Resouce allowing double-booking if All Day Event is selected
Exchange 2003 with Office 2007Resouces is enabled with Automatically accept metting requests and process cancellations and also Automatically decline conflicting meeting requests but when booking the resource and if All Day Event is selected, another user would be able to book the resource. If a specific time is selected, the other user would not be able to book it.

All day events are set to FREE by default. When creating an all day event, have the meeting organizer change the meeting properties to "Busy" and see if that fixes it. However, note that checking "All day event" makes the event special and are typically banner items and not to be used as a meeting holder. The better solution is to create an appointment with the required Start and End times and not to check it as an All Day Event.
