Exchange Disclaimer or Outlook Signature cannot be removed

I have a client that has a disclaimer or signature that continues to show up on all replies that he sends. There is no signature in his Outlook profile. There are no transport rules that are adding a signature or disclaimer. There are no Group Policies that are adding any signatures or disclaimers. The TMG gateway is not adding a disclaimer or signature.  It happens in Outlook, OWA, and on his mobile device.  So this is happening somewhere in Exchange or the TMG.

I did find that there was an old Transport rule that at one time did add this signature and disclaimer, but it has been disabled for a long time.  I changed the rule and re-applied it but it made no difference.

Is there a way to remove this attribute or to determine where it is being added as the reply is sent?

According to your description, I understand that a transport rule remain effect even though it has been disabled.
If I misunderstand your concern, please do not hesitate to let me know.

Does this issue only occur on this account or all users? How about re-configure Outlook profile with new PC client for testing?

If the issue persists, please try run message tracking log to trace problematic message to know details about deliver process. It's more helpful for further troubleshooting.
Note: try disable all transport rule, then test.
