Exchange 2013 user tried to e-mail a large Exchange 2007 DL, not all recipients received message

Hello,

We just migrated all of our users to Exchange 2013.  Today was the first time someone tried to e-mail this large distribution list (about 2,100 members).  The DL is still located on Exchange 2007.  Our hub server is still 2007.  Some recipients received it, some did not.  I've checked the limits of the DL, the sender's permissions, and the max recipients limits of our Exchange servers (5000) and I can't find out why not all users received the message.

I'm guessing that if the sender had reached a limit, her Outlook client would've told her and/or the message just never would've been sent to anyone.

I looked in the Exchange Tracking Logs.  It looks like the Hub Transport server split the recipients up in to several different messages.  One recipient list has RECEIVE/SMTP for this message in the logs.  Another recipient list has FAIL/STOREDRIV noted, and I'm guessing those are the people who did not receive the message.

Why would some users get the message and some not?  Or am I looking for answers in the wrong places?

It could be that some users' mailboxes are in databases or on servers with low maximum message sizes, the users themselves have low maximum message limits, or their server is across a link that has a low maximum message limit.

Please collect the pipeline tracing while reproducing the issue. Before you use the pipeline tracing, please enable it.

Besides, since there is a mix environment, I recommend you move the DL for exchange 2007 to exchange 2013 to check if the issue occurs.

You are on right track. Hope this error\failure was generated on HUB2007 server, same as the server which splits the message.

Questions:

  1. What is the Ex2007 update level, is it atleast Update Rollup 7 for Exchange Server 2007 Service Pack 3 ?
  2. Do you have any Expansion Server set on the Group.?
  3. What you should look next is do you have any NDR generated?, that will give you more information. MessageTracking has very limited info.
  4. Did your message contain any attachments

  • Just clarifying your earlier query, Sender limit will treat each expanded DL member as 1 recipient. So you are right on the point. In brief, Exchange 2003 treats each member of an expanded distribution list as one recipient. Exchange 2010 treats a distribution group as one recipient. This change was implemented to avoid the partial message delivery scenarios that may occur in Exchange 2003.

  • "It looks like the Hub Transport server split the recipients up in to several different messages." This is normal behaviour in large DLs.

"When the number of expanded recipients is too large, the categorizer splits the message into multiple copies. This is done to reduce system resource use during message expansion. The maximum number of envelope recipients in a message is controlled by the ExpansionSizeLimit key in the %ExchangeInstallPath%Bin\EdgeTransport.exe.config application configuration file. The default value is 1000."

  • Now for the Error message, its related to Ex2007 specifically.

Thanks, the correct move was to migrate the DL to Exchange 2013.
