If internally in the organisation mail is not transferred or received by the user but he is able to ping the server then how to troubleshoot this problem and find a solution ???

if some bunch of peoples in an organization are complaining that they are unable to send or recieve mails but they are able to pint the mailbox server even they tried send mail to themselves give me some some troubleshooting steps in exchange 2013 as im a fresher in an defence organisation
